Abstract The spatial development of telecommunication networks in two federal districts was analyzed based on the Strategy for the Development of the Communications Industry until 2035. Rosstat data on the population in urban settlements and a database on Russia’s critical telecommunications infrastructure were used. The data transfer latency between settlements was calculated using a special formula. Calculations were performed for 2 284 urban settlements in Russia. The fiber-optic network, 5G, ultra-low-latency interregional networks, and data center networks were analyzed. It has been established that the state strategy provides for spatial development, but does not take into account the feasibility of such development and the possible socio-economic consequences. The results can be used in the development of regional programs for the development of communications and the minimization of digital inequality.
