Abstract	The mechanisms and tools for development, implementation and monitoring of regional social and economic development strategies are considered on the example of the Republic of Buryatia. The possibility of forming the unified system of strategic planning for social and economic processes in the Russian Federation and its regions is discussed. The basic methodology of strategic planning and its compliance with the requirements of adaptability in the conditions of market relations are analyzed. The estimation of the basic methodical and tool contours of the system of strategic planning is given.
