The processes of co-evolution of the spatial organization of the economy and the institutes for regional development of the Russian Far East between the Russo-Japanese war and the Sovietization of the macroregion are discussed in the article.

В статье ставится вопрос о соотношении между спонтанным и управляемым формированием и развитием агломераций. Характеризуются особенности организации управления в городских агломерациях, идентифицируются специфические черты агломераций как объекта управления, даётся классификация основных подходов и возможных организационных схем управления городскими агломерациями, показываются преимущества механизма межмуниципального сотрудничества в ряду инструментов решения проблем городских агломераций, анализируются роль и формы участия государства в агломерационных процессах, рассматривается зарубежная практика управления агломерациями и оценивается её значение для России.

The article raises the question of the relationship between spontaneous and controlled formation and development of agglomerations. The peculiarities of organization of management in urban agglomerations are characterized, specific features of agglomerations as a management object are identified, the classification of the main approaches and possible organizational schemes for managing urban agglomerations is given, the advantages of the mechanism of inter-municipal cooperation in a number of tools for solving urban agglomeration problems are analyzed, the role and forms of state participation in agglomeration processes is analyzed, the foreign practice of agglomeration management is considered and its significance for Russia is estimated.

В работе на примере ряда европейских стран рассматриваются некоторые характерные черты национальных систем регионального управления и развития. Внимание фокусируется на диалектическом сочетании стабильных и изменчивых компонентов рассматриваемых систем.

Some characteristic features of national systems of regional governance and development are discussed in the article on the example of a number of European countries. Attention is focused on the dialectic combination of stable and variable components of the considered systems.

Затраты на технологические инновации и объём инновационных товаров на протяжении десятилетий остаются важнейшими стоимостными индикаторами, отражающими масштаб и структуру технологических инноваций в промышленности России. В исследовании анализируются основные тенденции структурной динамики индикаторов затрат и выпуска технологических инноваций в промышленности России в 2006–2015 гг. Обосновываются важнейшие методологические и методические проблемы содержательного экономического анализа структуры технологических инноваций в разрезе регионов и отраслей. Конкретизируются важнейшие районно-отраслевые сегменты технологических инноваций, определяющие основные параметры инновационного развития промышленности страны.

The expenditures of technological innovations and the volume of innovative products for decades remain the most important value indicators reflecting the scale and structure of technological innovations in Russia’s industry. The study analyzes the main tendencies in structural dynamics of input and output indicators of technological innovation in Russia’s industry in 2006–2015. We justify the major methodological and methodical problems of meaningful economic analysis of technological innovations structure in the context of regions and industries. We also specify the major regional industry segments of innovations, defining the basic parameters of industrial innovative development.

Активное освоение недр северных территорий РФ актуализирует проблему согласования интересов крупных компаний и коренных народов, ведущих традиционное хозяйство. В работе рассматриваются результаты посвящённых вопросам взаимодействия между недропользователями и представителями коренных народов Севера социологических исследований, которые были проведены в 2016 г. на территории Ханты-Мансийского автономного округа – Югры.

Active development of the subsoil of the northern territories of Russian Federation actualizes the problem of reconciling the interests of large companies and indigenous peoples which engaged in traditional economy. The results of sociological research, which were devoted to the interaction between subsoil users and representatives of the indigenous peoples of the North and held in 2016 on the territory of the Khanty-Mansi Autonomous District – Ugra, are considered in the article.

Исследуется гипотеза о том, что развитие морского порта способствует экономическому росту портового региона. Экономические выгоды от хорошо функционирующего морского порта позволяют снижать затраты на торговлю, производят добавленную стоимость и занятость, а также вовлекают определённые секторы экономики. Но зачастую экономические выгоды распространяются на другие территории, тогда как отрицательные воздействия локализуются в самом портовом регионе.

The hypothesis that the development of the seaport contributes to the economic growth of the port region is explored. The economic benefits of a well-functioning seaport allow to reduce costs for trade, produce value added and employment, and also involve certain sectors of the economy. But often economic benefits extend to other territories, while negative impacts are localized in the most port region.

В работе анализируются доклады и организация Амурского экономического форума, посвящённого инвестиционному развитию региона, рассматриваются особенности развития инвестиционного процесса в Амурской области, высказываются общие соображения по организации подобных мероприятий и совершенствованию инвестиционного развития в регионе.

The reports and organization of the Amur Economic Forum (AEF), devoted to the investment development of the region, are analyzed, the peculiarities of the development of the investment process in the Amur region are considered, general considerations on the organization of such events and improvement of investment development in the region are expressed in the article.
