| Abstract | The article addresses the issue of optimizing expenditures on maintaining transportation infrastructure, particularly bridge infrastructure, in the Far Eastern regions of Russia under conditions of limited budgetary resources and increasing climate instability. It proposes a model for assigning priority levels to individual infrastructure objects based on their economic value and risk assessment. The study also presents a methodology for distributing infrastructure projects into strategic groups (from funded to decommissioned) depending on the implementation of Representative Concentration Pathways (RCPs) 2.6, 4.5, and 8.5 according to the IPCC methodology. The model is complemented by a technique for adjusting the policy of managing the infrastructure portfolio, reflecting the social effectiveness of the decisions. This approach contributes to formalizing decision-making processes in the context of climate uncertainty and budget constraints, providing practical tools for economic analysis and infrastructure management. |
