Abstract This paper assembles the available information on the interregional distribution of infrastructure budget loans and establishes a relationship between the volume of the loans and financial and socio- political indicators at the level of the subjects of the Russian Federation. The relevance of the study is due to the low degree of knowledge about that instrument of interbudgetary regulation, which has become one of the most actively used by now. Analytical collection and ordering of data on the distribution of infrastructure budget loans is carried out, correlation and graphical types of analysis of the relationship of indicators and the method of grouping the subjects of the Russian Federation by fiscal capacity are used. It is established that the level of infrastructure budget loans increases with the level of fiscal capacity of the subjects of the Russian Federation. For the first time, a direct relationship has been revealed between the volume of infrastructure budget loans and the position of governors in the Rating of Influence of Heads of Subjects of the Russian Federation evaluated by the Agency for Political and Economic Communications.
