Abstract The article provides current indicators of the use of low-carbon technologies in Russia, identifies barriers to their development. The development potential of Russian deposits of natural resources in demand within the energy transition is determined. Russia is a world technological leader in nuclear and hydropower, other technologies are in the initial stages. The country has significant reserves of natural resources in demand within the energy transition, but today technological chains based on these resources are not developed. The strategic documents provide for accelerated development of both the resource base and technologies for the transition to carbon neutrality. The forecast changes in the energy balance indicators of China, the Republic of Korea and Japan (NEA-3) under the influence of the energy transition are summarized up to 2050. Depending on the economic development scenario, the change in imports relative to 2021 varies from an increase of 22,3% in the baseline scenario to a decrease of 37,7% in the carbon neutrality scenario. The potential for international cooperation between Russia and the NEA-3 countries is determined. Current changes affect three areas: export of Russian energy resources; potential for integration into low-carbon energy technology creation chains; obtaining resource and foreign trade rent from natural resources in demand as part of the energy transition. All NEA-3 countries are markets for new resources in demand as part of the energy transition and sources of technology transfer. The most promising cooperation for Russia is with China, while cooperation with Japan and the Republic of Korea, despite the existence of mutual interest and agreements reached before 2022, will be limited by the accession of these countries to sanctions restrictions against Russia.
