Abstract The paper presents an approach to identifying the features of small business development in the regions of the Volga Federal district using complex quantitative and qualitative characteristics of the activities of organizations of various organizational and legal forms. Territorial differences in the structure by type of activity are considered, and the methodology of a multi-factor rating of the level of development of small enterprises based on the materials of continuous observations in 2010 and 2015 is formed and tested. The results of the research can be used in the activities of government authorities in the development of strategic documents for municipal and regional development.
