На основе статистической информации в разрезе дальневосточных субъектов РФ проанализированы динамика и структура сложившихся в 2016 г. доходов и расходов населения, располагаемых ресурсов и расходов на конечное потребление домашних хозяйств. Установлено, что завышенные ожидания о повышении реального уровня и качества жизни населения на Дальнем Востоке пока не оправдываются: снижается покупательная способность доходов, увеличивается число бедных, растёт социальная дифференциация. В 2016 г. в потребительском поведении дальневосточников преобладали инфляционные ожидания, которые способствовали выбору бюджетной стратегии, направленной на экономию финансовых ресурсов.

Dynamics and structure of incomes and expenses of the population, disposable resources and expenses for final consumption of households that emerged in 2016 were analyzed on the basis of statistical information in the context of Far Eastern regions of Russian Federation. It is established that overestimated expectations for raising the real level and quality of life of the population in Far East are not justified: the purchasing power of incomes decreases, the number of poor and social differentiation grow. In 2016, the Far Eastern consumer behavior was dominated by inflation expectations, which contributed to the selection of a budget strategy aimed at saving financial resources.

Значительные изменения в геополитической, экономической и экологической сферах во всей зоне Арктики и в её экономико-географической подзоне – Тихоокеанской Арктике – требуют постоянного внимания к изучению этих процессов. В данном случае весьма интересен подготовленный учёными Университета штата Аляска доклад, в особенности в связи с перспективами развития морских перевозок в арктических районах Тихого Океана и Берингова пролива. Этот доклад даёт возможность и российской стороне пересмотреть ряд подходов к развитию транспортных путей в данной подзоне Арктики и к освоению её природных ресурсов.

Significant changes in the geopolitical, economic and environmental spheres throughout the Arctic and its economic-geographic subzone – Pacific Arctic – require constant attention to the study of these processes. In this case, a very interesting report of the University of Alaska was prepared, particularly those related to the development of maritime transport in the Arctic regions of the Pacific Ocean and the Bering Strait. This report provides an opportunity to review a number of approaches of the Russian side to the development of transport routes in this subzone of the Arctic and to develop its natural resources.

В статье подводятся итоги 20-летнего развития российской статистики инноваций, и обсуждаются актуальные проблемы экономико-статистического анализа индикаторов инноваций в связке с общеэкономическими индикаторами. Дана оценка масштабов противоречий между статистической методологией наблюдения и экономической интерпретацией индикаторов инноваций. Выявлены пространственно-временные сегменты или лакуны статистического массива данных, где степень проявления анализируемых противоречий наибольшая.

We summarize a twenty years development of Russian statistics of innovations and discuss the actual problems of technological innovations in Russia’s regions in the article. We estimated the extent of a conflict between the statistical methodology for the monitoring and of economic interpretation of innovation indicators. Next, we identified spatio-temporal segments or gaps in statistical data array, where the degree of manifestation of the analyzed contradictions was the highest.

Введение антироссийских санкций негативно отразилось на производстве сельскохозяйственной продукции в ДФО. Для успешного импортозамещения по основным видам сельскохозяйственной продукции (кроме зерна) необходимо обеспечить устойчивую финансовую деятельность сельхозпредприятий, совершенствовать организационно-экономический механизм на федеральном и региональном уровнях с использованием налоговых, ценовых и других рычагов, стимулирующих инвестиции в модернизацию агропромышленного производства и развитие сельских территорий, производственной, социальной и рыночной инфраструктуры села.

The imposition of sanctions had a negative impact on the production of agricultural products in the Far Eastern Federal District. For effective import substitution for the main types of agricultural products (except grain) is necessary to ensure stable financial activity of agricultural enterprises, to improve the organizational and economic mechanism at the federal and regional levels with using of tax, price and other levers that stimulate investment in modernizing of agro-industrial production, development of rural territories, industrial, social and market infrastructure of the village.

В отношении военизированных организаций в современной социологии встаёт вопрос об адаптации данных социальных образований к условиям функционирования в гражданском обществе. Особую значимость приобретает оценка деятельности указанных организаций посредством изучения общественного мнения.

The question of the adaptation of paramilitary organizations to the functioning in civil society rises in modern sociology. Particular importance is the assessment of the activities of these organizations through public opinion research.

В работе разбирается прошедшая в мае 2017 г. в Благовещенске III Демографическая конференция, на которой обсуждались подходы к решению демографических проблем ДФО. С одной стороны, на конференции были рассмотрены результаты и надежды демографического развития, связанные с работой традиционных отраслей (здравоохранения, образования) и запуском крупных хозяйственных проектов в макрорегионе. С другой стороны, были обозначены фундаментальные факторы, прежде всего экономические, формирующие негативную базу демографии сегодня. Также в работе дана оценка подготовленных после окончания конференции документов Правительства и Госсовета РФ, связанных с мерами демографической политики.

The Demographic Conference, held in May 2017 in Blagoveshchensk, where the approaches to solving the demographic problems of Far Eastern Federal District were discussed, is considered in the work. On the one hand, the conference examined the results and hopes of demographic development related to the work of traditional industries (healthcare, education) and to the start of large-scale economic projects in the macroregion. On the other hand, fundamental factors were identified, primarily economic ones, which form the negative basis of demography today. Also, the evaluation of the documents prepared by the Government and the State Council after the end of conference and related to the demographic policy is given in the work.
