Abstract | The analysis of investment supports the formation and development of rural human capital from the position of its level hierarchy has been carried out. The study of data for the period 2015–2023 allowed empirically proving the prevalence of own funds of the rural population of the Republic of Belarus and expenditures of local budgets of rural settlements in the structure of investment resources. It is noted the almost weightless impact of corporate investments on this process, expressed by the critically low level of such investments. A detailed study of the structure of local budget expenditures in the projection of rural areas has allowed to state their rather high social orientation, which, together with the financing of environmental protection measures, forms the investment basis for the development and accumulation of rural human capital. The analysis of the expenditure part of the republican budget allows us to note the specific reduction of expenditures aimed at social purposes. Comprehensive monitoring of investment support for the development of rural human capital allows us to state the restorative nature of investments, which does not ensure its expanded reproduction. |
