Abstract In the absence of legally approved criteria for attribution to the Arctic zone of the Russian Federation, its borders have changed several times since 2014, which is due to a wide list of tax and customs benefits for investors. The feasibility of the options for the criteria proposed by various departments is considered on the example of the Arctic regions and municipalities of the non-Arctic Magadan region. It is proposed to determine the boundaries of territories requiring uniform institutional conditions as a single object of management on the basis of an integral criterion, including indicators of natural and climatic and socio-economic conditions.
