Abstract | The article raises the question of the relationship between spontaneous and controlled formation and development of agglomerations. The peculiarities of organization of management in urban agglomerations are characterized, specific features of agglomerations as a management object are identified, the classification of the main approaches and possible organizational schemes for managing urban agglomerations is given, the advantages of the mechanism of inter-municipal cooperation in a number of tools for solving urban agglomeration problems are analyzed, the role and forms of state participation in agglomeration processes is analyzed, the foreign practice of agglomeration management is considered and its significance for Russia is estimated. |
